PARKING ENFORCEMENT POLICY 

Revised 1/22/08

Effective March 1, 2008

 

The intent of this policy is to inform Owners, Residents, and guests of their responsibilities and privileges while parking in Villa Palazzo, to ensure fair and consistent enforcement, and to ensure adequate visitor parking is available for the guests of community residents.  Knowing this policy is the responsibility of all Owners, Residents, and Tenants.

 

 INFORMATION FOR RESIDENTS

           

1.      Residents are persons living on the premises of Villa Palazzo, including (i) Owners, their roommates, and members of their families or (ii) tenants/lessees/renters (Tenants), their roommates, and members of their families.

2.      All Residents’ vehicles must display valid state registration tags.  In addition, each Owner must register vehicle information for his/her lot with the Management Company as well as report any changes in vehicle information registered, including changes in Tenants and/or their vehicles.

     3.      Resident parking is not permitted on Villa Palazzo Drive or in the courts, which are designated fire lanes.  In addition, Residents may not park overnight or for extended periods of time in designated visitor parking areas, which are to remain open for use by guests.  Violators of these parking restrictions may have their vehicles cited or towed at the vehicle owners’ expense.

4.      Garages are to be used solely for the parking and storage of cars, boats, or similar vehicles.  They are not to be used for or converted to any type of living or recreational activities.  Garages shall be kept clear so as to permit parking of the number of vehicles for which the garage was designed.

5.      Garage doors must remain closed except for entering/exiting and when the garage is in use and attended.

6.      Residents must keep their driveways clean of any oil or other stains at all times.

7.      Trailers, campers, motor homes, commercial vehicles, trucks (other than standard-size pickup trucks), motorcycles, inoperable vehicles, or similar equipment shall not be permitted to remain in any area within the community, other than temporarily, not to exceed 48 hours.  Commercial vehicles shall not include sedans or standard-size pickup trucks, which are used both for business and personal use, provided that any signs or markings of a commercial nature on such vehicles shall be unobtrusive and inoffensive as determined by the Board.  Boats shall not be allowed in the community except within a Resident’s garage.  No noisy or smoky vehicles shall be operated in the community.  No off-road, unlicensed motor vehicles shall be operated in the community.

 

 INFORMATION ABOUT GUEST PARKING


1.     
Two guest-parking permits per lot will be issued to each Owner once the Owner’s or Residents’ vehicles are registered with the Management Company.  Each permit will have a single and unique identification number, which may be used by the Association to identify the host Resident’s address.  Guest parking permits may not be duplicated.

2.      Community guests may park on Villa Palazzo Drive in marked parking places and in designated off-street visitor parking.  Between 10:00 pm and 6:00 am, each guest vehicle must display a valid guest-parking permit.  The permit must be fully visible through the windshield on the driver’s side.

3.      A guest-parking permit may be used for two (and only two) overnight parking occurrences within any seven-day period. 

4.      Residents with guests requiring guest parking for longer than two nights in any seven-day period must receive permission from the Management Company prior to the guest’s stay. 

5.      If a guest-parking permit is reported lost or stolen, that permit – with its unique identification number – becomes invalid.  A $10.00 fee will be charged for replacement of each permit.  No more than two guest parking permits per address will be in effect at any one time.

6.      It is a Resident’s responsibility to inform guests of the parking enforcement policy when making use of guest parking, and to ensure guests comply with the policy.  Violators may be cited or towed at the vehicle owner’s expense.

7.      Guest-parking permits may not be used by Residents for their own vehicles at any time.  Extenuating circumstances may be considered by the Board if a request is made to the Management Company in advance.

 

 ENFORCEMENT

 

1.      Owners and Residents in violation of the parking enforcement policy are subject to both a hearing before the Board of Directors and fines.  Guests in violation of the parking enforcement policy are the responsibility of Resident hosts, who are subject to both a hearing before the Board of Directors and fines.        

2.      Any vehicle violating the parking enforcement policy may be towed without notice at the owner’s expense.



 SPECIAL REQUESTS

 

Please contact the Management Company if you have a special need to use guest parking, including: (i) you have a guest who will need to park longer than two nights, (ii) you are a new Resident and need extra time to unpack belongings in your garage (up to two weeks), or (iii) you are a Resident with a short term special need (e.g., cleaning out the garage).  Please utilize the information below to contact the Management Company.  It is suggested that you call as early in the day as possible Monday-Friday, 8:30 am - 4:00 pm to ensure adequate time to process your request, to receive confirmation of approval or denial, and to enable timely notification of the security company.

Parking & Vehicle Registration:

In regards to parking, please obey the Parking Rules. No resident is permitted to park on the private streets in the community or in the courts which are designated fire lanes. If a vehicle parks in a designated fire lane, it can be towed immediately if the owner of the vehicle is not present or refuses to remove the vehicle upon request. In addition, residents may not park in designated visitor parking areas which are to remain open for use by guests.

Violators of these parking restrictions may have their vehicles cited or towed at the owner’s expense.


Homeowners must register vehicle information for their lots with Vierra Moore as well as report any changes in registered information. Two guest parking permits per lot are issued to each homeowner once the residents’ vehicles are registered with Vierra Moore.
 

Rentor & Absentee Owners
If you are an absentee owner, you are required to ensure your tenants register their vehicles with Vierra Moore and provide your tenants with all Villa Palazzo Homeowners Association Rules and Regulations.  A guest parking permit may be used for two (and only two) overnight parking occurrences within any seven-day period, regardless of the vehicle in which it is displayed. Residents with guests requiring guest parking for longer than two nights in any seven-day period must receive permission from Management prior to their guest’s stay. Guest parking permits may not be used by residents for their own vehicles at any time.
